I've noticed a lot of this:
People using RTP facesets as a template. If you have a face and you want to plug it into a faceset you don't have to do this. All you need to do is get the right dimensions (192 x 192) and convert to PNG 256 colors but not by MSPaint but a program like Ultimate FX or Ultimate Paint AT LEAST since they don't garble your colors and are free.
Another thing. If you have multiple faces, don't submit multiple resources, put them together, it saves a few KBs and looks a whole lot neater.
Thirdly, no RTP recolors and NO generated resources. I don't know how many times we have to state this.
A few little extras:
1) When submitting a monster rip do not stretch them in MSPaint as they look pixelated and bad. Keep them in original size. And be sure to credit the original game it was ripped from.
2) When submitting music don't take a midi from a public site and submit it here. We are not some game music archive, we take original music though made by the user submitting it or if it is done by ear by the author or just converted is fine too as long as credit is given where due.
3) If you do not want somthing of yours used do not submit it. Simple.
4) Do not submit badly drawn MSPaint pictures or childishly scribbled things just because you think it is funny. We require SOME effort be put into it, not saying we want a LOT of work done but not just whipping somthing together in a few seconds.

5) No comics. :S We had several people submit comics and they were hardly even readable. They were positively AWFUL. Just... spare us... unless it relates to Charas some way or is understandable and not completely stupid just don't submit your sprite comics to various. Please... I don't mean to be rude but it is VERY annoying to see some comic that is done entirely in l33t or "lol u r fnny".
