how do you make it so that your opponnent has to wait for you, like in the pokemon games instead of attacking away like in final fantasy and leave it that way? (without having the game-player set it)

You have to use ATB in the RM2K3, no other choices. It sort of uses a system like that in 2K, but it's vastly inferior to 2K3.
Of course, you could always make a CBS, but that's a lot of work, and not really an option for a novice RPG Maker.

Doesn't matter if you're a novice, all you gotta know are switches, variables, fork conditions, and maybe passwords. Not really hard to understand.
