The only viable reason for buying one is to put ROMs on it anyway, so questioning legality at that point is moot.

What I mean is that if you buy them, and not do anything illegal with them, can you get in trouble with the authorities?

They arn't legal, so yes, if you buy them, you can get in trouble. It's like buying drugs then doing nothing with em, it's still illegal.
