No, its not on the chin or just mutton chops. Its when you have a moustache so think and long it runs into your sideburns/mutton chops.

Yeah, it looks like it's just used to shape them how you want by shaving around the thingamajig.

I style my sideburns by removing them completely. Thus, I don't need that thing.

I haven't.. styled my sideburns. I just use a razor to touch up around them. They come in pretty thick. :S
