Ok, a psx iso is an image of the game. By image i mean a backup. A lot of CD burning programs have the option to create an image of the disk, so you can get this image file, and then with that you can burn it to another disk later, hence, a backup.
A psx emulator is able to read the images made by some programs and emulate it like a rom.
Most commonly these image files are refered to as ISOs. Perhaps you download a file like FF7.iso, but there are two other main image type files that you'll also see around, they are the .bin and .img extensions. All three work with most emulators.
If you want to make an image, you can't just use any old image writing program, the emulators can only read the ones made from certain programs. So if you want to make your own, use clonecd or alcohol 120%, they're both free. Most of the time when I play a game that I own, I write it to an image file, it usually runs faster than if I use my cd drive.
Since isos are very large, you won't find them around like you do with SNES Roms or whatever. Most likely you'll have to go to a torrent site to find the iso you're looking for.
I have a ps2 hooked up to my tv tuner card, but most of the time when I'm playing a ps game, I just use my emulator. You can speed up or slow down the game, plus you can save it whenever and wherever you want.

No.. If you knew anything about computer programming, you'd know that it was a byte (I won't go into an explanation)
And why get a TV tuner card when you have a tv already? unless you have annoying relatives who don't let you watch tv, it seems like a wasted effort.
