Hello! I was wondering if there was a way to change the tint of the screen or add fog or something like that to make a map look more like nighttime? If so, do tell please!

In RPG Maker commands, there is weather control.  Also, you can tint the screen darker, which makes it look like night.

One more question... How do you think I could change it to look kinda Sepia or Black n White?

Black and white: Put the Sat to 0%.

For a good night look, I tint the screen as follows:
Red: 20
Green: 50
Blue: 100
Sat: 70
