Title: help?? Player trouble

I double click an exe file for a game I downloaded... and I get this:

"The RPG 2003 Runtime Package is not installed or registered."

I'm pretty sure i did both :S ANy troubleshooting options?

Please help me! What is the use in having payed for a program I cant use????
