It could be nice to have a smoother running internet and all that, but that would mean losing everything that's on the internet. I cannot see that getting through though, too much is on this mediocre system already.

Preposterous! Starting anew would leave people without service for entirely too long! There would be panic on the streets of New York!

But the mere idea is nearly impossible to comprehend in a probable manner. The resources required would be phenomenal, and the article seems to imply that the US alone will be taking part in the entire project, a feat barely possible, very expensive, and of poor potential quality.
If it were to be undertaken, many many other nations would have to be a part, at least in the financing stages of it, and there would have to be a fail-safe set up in case the idea doesn't pan out correctly, such as setting up this "Internet II" to run alongside the current internet, and allow it to be cross-compatible with the current internet to make it useful.
Of course, we all know that there is a 0% chance that all the internet service providers, server operators, and software programmers will simultaneously switch to running both at the same time, making this the only logical side-possibility for a fluid transition. It sounds to me that this is an unaccomplishable task that's been laid down to give the people and the techies something fun to look forward to.
Of course, given the possibility that this could come fruition at some undesignated point in the future (perhaps within the next 20 years), I'll gladly give it a stroke of "in the back of my mind" support; but nothing more.
Here's to seeing the Internet II, Duke Nukem Forever, and the Optimus keyboard's simultaneous release on October 17, 2036.

I think its more about bandwidth, connectivity, and security.
Trying to get porn off the internet is like trying to ban alcohol. It can be done, but everyone will just go underground to get their fix.

It can be done, but gradually. Making systems that can run both the "old" and "new" interets is the way to go. They don't have to make the current one go away; if they make a better system, it will naturally replace it.
The idea of just shutting everything off one day is impractal and essentially impossible. They can't stop independent servers.
