Open the file/charset/sprite sheet with Paint or something and then click on save as.

Now this is the vital part, when you save as, you must save it as 256 colour depth. Well, on my it says bitmap colour, but just save as 256 colour depth.

I suggest Ultimate Paint.  It will convert in to 256 colors without losing any (not much anyway) quality.  And its free.  Just search Ultimate Paint on Google.
When you save though, you have to click the 256 colors check box, and change the max number of colors to 256 (its at like 224 or something).

I do recomend changing it's colors in photoshop or Ultimate Paint, like AFL suggested. Paint really messes up all images when you try to convert them.
