Probably the two best programs out there for that would be idraw or paint. They're simple, but advanced programs couldn't make sprites any better. You basically have to make sprites pixel by pixel, and well paint and idraw do that kind of stuff very well.

Word. I use Paint to sprite because it's effective, easy, and comes with most computer.
