You should have MSpaint. Just open a vehicle charset in paint and edit the sprites there. You should be able to see how it works.

To add the vehicle into your game you'd have to change the 'skiff' sprite to the vehicle you want and then change the terrains it can cross in the 'terrain' menu.

'kay! Lets be a little more specific for this guy, shall we?

1 - Enter your RPG Maker
2 - Go to your Resource Uploader
3 - Select the set you want (like Charset, or what you presumably want, which is Vehicles) and press the "Export Button"
4 - Save the file you have Exported as a .bmp. Then go to the program called Paint and simply edit the picture to your needs.
5 - When you are done with that, save the file as .png.
Last but not least - Go back into RPG Maker, go to the Resource Uploader, and press the "Import Button". Then basically search through your files for the Set you have edited.

There! Plain and simple!
