Title: First Post Requesters

I think it could be solved just by making it so anyone with under 5 (or at least 1) posts cant start a new thread on the request area. Cant see anything bad that would happen if we did that. Even if we didn't let them make new threads, they would still be able to post on existing threads, to answer requests or whatever.

And it would take less than 5 minutes for an admin to do.

If people feel like doing something for them, they can do it. If not, it doesn't hurt to just ignore them. This rule would only increase the amount of meaningless posts from would-be first-post-requesters.

The analogy isn't really appropriate. They're not forcing us into anything. If someone fulfills a request, it's because they wanted to.

Sure, it gets annoying when people come here and expects people to do things for them, but if a newbie arrives and asks nicely, and a member feels like fulfilling the request, there's nothing stopping them.
