It says © Charas-Project.net, 2002 - 2009 at the bottom of the homepage, so I guess sometime in late 2002.

Wait, I think there was another forum way back. By that I mean before even my time. It was yellow and stuff. I can't remember.

Charas was yellow? Whoa. That's like, the opposite of blue.
