how does double attack apply to monsters?

It makes them do a normal attack twice on the same target. Unless you're asking something more complicated and I've missed the point...?

Sorry about that. What I mean to ask is how exactly can they double attack? You'd think there would be Double Attack in behavior in RPG Maker 2000, but there isn't. What I'm wanting to know is, what exactly allows them to double attack? Is it the speed?
