Well, it's a civil war in all but name.
You see, since the major criminal factions were loosing some power recently, they decided something rather unique: They put their differences aside and are working togeter against the police.
Random acts of terrorism are becoming rather common, and Rio now has tanks patrolling the streets as well as armed soldiers. An unnoficial curfew was also estabilished.
I'm too far down south to be affected by it, and I think Lucas is also safe, but unless I'm mistaken, Almeida is smack in the middle of it all.

Ok I just actually read the article- that's really upsetting. Has it been a long time coming or is it more sudden?

And yeah, I don't know. Its a pretty sucky thing. But I'm sure it will be over fast. There are more army dudes than drug dealers. And army dudes are better trained.
Really? I heard the other way around.
Besides it's not like the other team uses uniforms or something. They have the advantage of being guerilla.

Well, even if there are only 800 soldiers there. They can send two thousand more any time they want.
That article says 3 police offers were injured and 192 people arrested. At that rate, ten more injured police officers and it will be over.
Keep in mind the army dudes are also being paid. The other dudes... Eh. Really, what do they get? If they had anything inside their heads they would know that there's no friggin way they could possibly win. Its a suicide mission. The only thing they can do is to try killing as many people as they can before they are dead. Whats the damn point in that?
I don't think they ever had "winning agains the army" as an objective.
Instead, it seems lately they were losing some power and, how do I put it, thjey were losing face. People didn't fear them enough anymore, so they were losing respec' and rep.
What I think their plan is, is to get togheter, do a huge wave of terror, kill civilians, prove everyone they are a force to be reconed with, and then when they feel they are feared again, stop.

But if they get their butts kicked, how the heck will that make people fear them? "Oh my, you are so big and scary, half of your members got arrested and the other half is dead, I'm so scared".
And Draggy, yep. Those lame gangs drink pepsi. They will never win.
But when the cops aren't around and the army's not called in anymore, civilians are left alone with them.
