I have 2 questions.
Is it at all possible to make some sort of credits screen at the end of the game where i can mention the creators of chipset's and etc. i used?
and how do you make a finished game into a playable format and how do i go about sending it to somebody to play it?

You can just zip the whole project with something like winrar and send the entire thing to someone. You can also turn it into an exe application and just send that.
As for the credits, yes. You could make a large picture with the credits (make sure the background is pure black for transparency if the picture is bigger than 320x240), or you could just make a ton of in-game messages.

I personally do not know, but I have seen people do it so I know it is possible. Try google if you haven't already. Something like "how to export my rpg maker 2003 game" should yield the result you want.
