Hello, I'm new to the site and new to everything that's going on here. I was someone who actually studied Game Design when I was in school but I kinda fell off a bit mainly because of my struggles looking for work. So I'm getting back into the Game Design thing and I figured I ease my way into it by trying to develop old school retro style games and I always wanted to make an RPG so I have one quick question. With a finished video game will I be able to import the game unto mobile phones like Android and Iphone and what not?

Not with RPG Maker.
If you're looking for portability, I'd use Unity. Which costs money for Android and iOS. You're bound to find a bunch of things in the store related to RPGs if you look hard enough, as well as the forums and stuff, as well, which is nice.
There's also things like MonoGame, which are substantially cheaper and far more complicated. But you'll still need Mono for Android and MonoTouch in order to bring your game mobile, which costs varying amounts of money.
There's a lot of other things you can use for cross platforming, but I can't name them right off the top of my head at the moment.

I'm pretty sure that RPGMXP and older does not have any adaptability to phone related OS. Those kind of phones barely existed back then.
