You mean like scanning it and opening it into photoshop? Redrawing all the lines and the colour it?

The real simple way?

Use brightness/contrast tools on a black/white pencil drawing until you cannot see anything but lines (and maybe a few stray dots. You can use magic wand tools to select the outline(s), invert the selection, and then clear to get a pure outline that can be colored in.

Another way to do it is to use a series of curves to follow the pencil outline, and then merging these curves into a raster layer. This has the advantage of producing a consistent thickness outline around the shape, though it requires a little more precision.

Coloring in, at that point, can be done with fill tools (I don't recommend) or by making a new layer that blends colors in (darken is a good option.)
