Title: Best scans to png program?

i draw well, and would really like to make my own art into sprites, but i cant find a good program to resize my scans and convert them directly to png....any ideas?

UFX can convert them to png, im not sure about resizing, it also lets you put it into 256 colors, which is the only thing rpgm2k3 will read... but i forgot where to get it, try looking up "Ultimate FX"
