I can't submit any resources in the 'complete resources' section! When I submit a file it says the resource was succesfuly submited but they are never being submited! And for some crappy reason it also always switches to italian instead of english though I've selected english.

Well...

1. It takes time to upload. If it doesn't show, you probably made an error or something.

2. That page is always Italian. It's not a bug., it was designed that way.

You have to wait for the resource to be approved before it is uploaded.

The people in charge of Complete Resources check that it works for whatever purpose it's supposed to serve, then they upload them all at one time.

Then they must be really slow! According to my comp, they haven't uploaded any resources today.

You can ask them directly to be "faster", they have a board here:

Just remember they have TONS of resources to check/upload.

Nah I don't take it that serious, as long as it doesn't get slower, especialy not if it means that they can save bandwith by removing bullshit and stolen material.
