A guestbook with html is impossible...

you need a way to handle data so you'll probably need something like php or cgi to do this!

Or you can use a free service like for example http://www.bravenet.com/ (okey, its the only one i know :D)

HTML isn't really that handy on things like that. The best HTMl or javascript can do is a Login thing but it's crap and hard to work with. To do anything interactive you need CSS or PHP. Then again without HTML you can't use PHP or CSS.
