Ok, some people here have no idea what "Spamming" and "Topic Kicking" is, well I'll explain such things in plain detail what they are and why it's bad.
1. Spamming
Spamming is posting somthing that does not in any way relate to the current community or is just random and stupid (such as a blatantly goofy remark).
Example:
Topic: I like Jello!
Message: LALALALA! Jello is good!
Example 2:
Topic: Charas Team Recruitment
Message: (Some explanation)
Reply 1: I'd like to help out! (Explains ability to help) <--This is not Spam
Reply 2: KABLAM! <-- This is spam
Other forms of spamming is posting unclear messages such as "..." or ".", these are annoying, as well as confusing. Also there is the "Outwar" and those kind of links, they are also spam!
2. Topic kicking
Topic kicking is when one posts in a topic which is not sticky and is old, last reply rangeing from 3-weeks to multiple months to a year or even longer. Never is one to post in such a topic unless you are the owner and have somthing useful and big to add.
Example of topic kick:
Topic: I need somthing...
Message: I need a Santa Clause battlechaset
Reply 1: Ok! Here it is.
Thread Creator Reply: Thanks!
*Page ages to 3 weeks or more*
Reply 2: I have one, it's better! <--Topic kick!
See what it does? The request was finished, and the user may be long gone, so what is the point to answering it after such a long time? Plus why are you looking in the back pages for somthing to reply to anyways O_o?
3. Double/Multi-posting
Consequatively posting does not bring good attention.
Example:
Topic: I need somthing...
Message: Hey I'd like a frog charset.
Thread Maker Reply to own thread: hello? <--Double posting
Thread Maker Reply to own thread: Please!? <--Triple posting
See, if you do this you are bumping your own thread in attempt to push people into replying, doing this will ensure you get negative responses and the request may most likely not get answered due to it other than "Do not double/triple/multi post!"
However there are occations this is acceptable here's an example of one such occation:
Topic: Request
Message: I need (character).
Thread Maker Reply to own thread: Sorry, here's a picture (picture attachment of character)
See, you provide visual aid to help anybody who replies to it know what to do in order to do your request. But don't push it and post bunches of picture attachment replies else it's becoming spam and multi-posting, there are limits.
If you merely want to add to your post then use
button instead of making a whole new reply.
!!UPDATE!!
4. HTML in topic/title/threads/subjects
As of now, ANY AND ALL HTML is not permitted for use when placed in topic titles/thread titles/subject titles. Only Administration and/or Moderation Staff is permitted to use the HTML in the topic title accordingly.

More specific rules.
==================
No Kicking Topics
Before posting, check the date of the last post and even when the thread was created. If more than 2 weeks have passed, then it quite means that the topic is no longer active. You may kick it if it's your thread and you have something meaningful to say, or if it's a sticked thread.
Do not attach .BMPs
BMPs are probably the biggest image file there is (standard), and
when attached it wastes a bigger amount of spcae than other image files. When downloaded, it sucks more bandwidth than usual. Please stick on attaching PNGs and GIFs.
No links to RM2k/k3/XP downloads.
Providing links to this programs can get Charas in trouble. You can talk about it, but you cannot link to it. Not even via PM! So do not ask for it, link it, and not even on your homepage link nor signatures, if this shall be done you'll most probably be told to remove it.
Creating Threads
Before making a new thread, stop and think about what will you post about. Be specific and make sure it expresses something meaningful. Also Make sure your topic's title is revelant with the topic's body.
No Flaming
If you brutelly attack or make fun of another poster without backing your opinions with valid facts and constructive words, you are flaming. Flaming isn't tolerated and frequent offenders will be banned.
No Spaming
Spam is basically posts/threads that serve no real purpose or add nothing to a conversation. Simple as that; if you do not have something constructing to say, do not post. Is just stupid and senseless too.
Examples of spam include:
- Threads with no sense, or/and do not serve a purpose.
- Short body text. Meaning, no one-word threads. If you ask a question, and if taht's what the thread is about, please re-state your question. It would look kind of n00bish if you do not.
No Illegal activities
Please DO NOT discuss illgal doings (except if it's constructive). This includes but not limited to: pornographic material, hacking, how to download illegal things. (i.e. ROMs, MP3s) This is not allowed thru PM either. So do NOT discuss or DO, in Charas.
No Advertising/Linking Policy
Making threads/posting with advertising on it can be considered
spam, and you could be call for, for doing it. The places where you can advertise is your signature, homepage, and a Site Thread on the All of All forum.
Only the Linking to a picture and/or download is permitted, no linking to main sites or illegal content is permitted. (see illegal content above)
Avoid Foul Language
Please refrain from cursing in the forums. It is basically not allowed, but TRY to be clean. Some people do get offended by foul language so please, keep it clean from any temptation. Most of the times cursing is considered flaming.

Forgotten, I remember this being in an old rule by Alex somewhere... can't remember what happened to the thread.
Avoid Religious Conflicts
A big concern here, people, I cannot stress this enough. Don't bash a religion, it is in the same league as flaming and that is all it causes in the long run, so no religion bashing. If you don't like a person's beliefs, KEEP IT TO YOURSELF, we don't need a silly flame war based on such things because they are demoralizing and somtimes tend to get severe as well as wide spread. So do not, repeat, DO NOT bash a belief, and in verbally violent manners will receive a warning and possibly even almost ban if so decided.
A similar rule exists on several other message boards as well, it's merely to maintain the peace and keep people from jumping at each other's throats.
And example is:
Member A: Well in my belief I somthing somthing etc.
Member B: Your belief is bullcrap! Mine is where it is at! BLAH!
Just an example, not that anybody has done this, but it gives a good idea what NOT to do.
No Racist Remarks
Racist remarks can be far more harmful than your average flame.
