What's the best program to make and edit battle animations in?

Well if you want to make character battle animations such as a character runs up and attacks (only used with a front view battle system such as rm2k's dbs) then you should probably use paint. If you want animations like fire, ice, or anything else, go with paint shop pro or photoshop. Both of those cost a lot of money though, but maybe you can find a free version of one somewhere. I don't know of any free programs that are good for this though.

i use character maker 1999 but i dont remember where i got it and i cant find it anymore! so you might as well use idraw3lol

Everything RPG Maker related that I make is made in Idraw3.  Its very easy to use.
