People are still making 2k3 games, yes.
Here's (http://www.freeindiegam.es/2013/07/safety-life-is-a-maze-moga/) a recent example.
I'm positive you can find more if you want to dig.

Yes, haven't been bothered getting to know the new versions. Also, they cost money so yeah...

But then I would get a Japanese version that makes no sense whatsoever.

I love RPG maker 2003 and think it has tons of potential compared to the others. I mean look at all the awesome games there has been. On out site the top two, in my opinion: Carpe Diem and and Apathy of Angels. But other not so well known
ones are RPG Generica and Final Fantasy Time and Time Again. Miss that one. It was very fun for a fan game.

I shall be making a post about it soon.
For now.
HOME is a fan sequel approved by creator of the original game OFF.
Pretty much Mortis Ghost didn't have the will to create a sequel but gave those who asked and presented a project worth being a sequel it became a canon sequel. I was the first to present a full project.
You play as the Judge through the zones as you experience Deja-vu on a whole 'nother level.
All the battle sprites are custom made. Everything is sharp/low contrast visuals and all the music is composed by 3 different composers. I have a team of around 8 people I talk to on skype. It's story is something that is new and refreshing. There is no crystal gathering, no dark plots or drama. The Judge (pablo) is presented with a vision that his zone is destined to be erased. Knowing that this would require the other zones to be erased, he sets out to find the guardians of the other zones. Only to realize what horrible monsters they've become. It's 100% ideal to play through OFF before you touch HOME. As HOME is full of spoilers (duh) and is a sequel.

Yeah I still use the heck out of 2003. Got VX Ace recently but haven't really used it much. As mentioned up there, 2003 does have tons of potential :D
