I cannot figure this out every single time I play with this. I really really want to make my own tilesets but I need help figuring it out.

There's this tutorial but I can't make sense of what he says.

It's super frustrating I still haven't figured this out. I keep playing with this in photoshop, copying, pasting, flipping the images horizontally and veritcally. An each attempt I spend at least an hour with no success whatsoever.
