Mind and Hit Chance

Hey,
I always knew that you can set Mind and Hit chance in Increments of 5% but what does that actually mean?
For example: Hero 1 has
20 Attack
80 Mind
If my skills base damage does 50.
and I put Hit Chance to 50%
and Mind to 50%
I would have guessed that it makes the skill do 100...
but when I tested it the Skill did only 74... (Variance was set to 0)
I don't get this formula at all!

:O
If there is no known formula to skills, then how can someone truly plan out an effective battle system???
Is everyone telling me that the games they've made using skills were just guessed estimations?
I guess I'll just have to use Variances, and Attributes for my game to calculate damage... Unless Algorithmate works in this capacity...
Where was that again??
Edit: wow never mind... Algorithmates more retarded than the Hit/mind chance formula... It only shows the Base skill damage... and Its 10 damage less if an enemy uses the same skill... For no apparent reason...
Then It stopped responding and closed itself...
Variance and Attributes it is.
