Most other places in the world, that I've seen, use a period to denote decimal points.
Commas are used to split up large numbers, so using that notation makes the number look larger than it is.

i.e. $12.88 or R$20.00

But anyway, a fun fact is that the first time I saw this, I was extremely tired and it didn't make any sense to me at all. I was like..."Okay, there's this guy with a knife and some weird monster thingy. What the hell?" Now that I look at it again, I notice that the guy is slicing the eyeball. Kind of neat. It's still a little random, though.
