I was true to my word and downloaded it but is it meant to be an lzh file? Never seen one before.

A lot of people have said that! To me it appears as a regular WinRAR file, but with .IZH in the name. I can extract everything normally. Are you able to do the same?

The game is made in RM2K, which proposes by default such a battle system ;)
Only RM2k3 and MV had the side-view by default.
