There are two one the SNES; japanese exclusive. I think Super Dante was fan translated, although I'm not sure it was this one.

RPG Maker dates from much earlier than that with Mamirin  on PC-8801 (1988) and MSX2 versions (Dungeon Manjirou , RPG Construction Tool:Dante & 2), and PC-9801. It's that old!

They made a T-RPG version as well, Simulation RPG Tsukūru, which is a great tool for creating Fire Emblem-like retro-games. The other makers allow you to do it but it's often annoying and not made for contrary to this one.
