A (stupid?) Question

On RPG Maker 2003, I was looking for some tilesets. I finally found the one I wanted on the web, but something was wrong. I exported it succesfully, but something was messed up with the tile layers. I can't explain it real well, so I got an image.
That is the first tile layer. For some reason, it treats the first tile layer as the second tile layer. Another picture:
thats the second tile layer. For example, lets say I use grass terrain on the first tile layer, then switch to edit the second layer. The grass disappears and is replaced with white. When I go to test my game, whenever my character steps on the white, he is invisible. I have tried swtiching the position of the image around so that the second layer tiles became the first layer tiles, but this still not work. I would extremely grateful to anyone who could help me or explain to me why this is happening. I would appreciate it, thank you.
(P.S., sorry if the question was already posted, and I annoyed some people.)

I edited the pics so that they work.
Anyways, I think your problem might be with importing. When you imported the chipset, did you double-click the white background? And/or does it do this with any other sets?

Thank you so much! You were right, it was with my importing. I was importing them as a PNG when I should have been importing them as an XYZ. Yes, I have had that problem with a few other chipsets, but now they are fixed. Thanks again, I appreciate it!

Actually, you made no mistake importing them as a PNG. It wars merely that you were clicking the wrong color upon import.
