I'd make it a lot smaller... like.. able to fit within a 800x600 space at least... maybe even 700x500. I usually make banners no more than with a width of 150.

What I do is make a template in photoshop with a content area and button links, then uses slices to cut it all up and make them images. I open up word, make the content area an iframe with a div overflow style set, then make the buttons all link to their page, and put in a target="content" tag in them. Then each seperate page gets the background of the content area, and the text, pics, content, all within that content's background image.
