I can't watch youtube on my phone, so I went and looked up the bill myself.
I personally think it's no immediate danger. It's too poorly worded and too poorly thought out to pass in Congress.
It'll probably do as well as the charging per-megabyte bill in Canada.

I have literally never seen anyone else on the internet talk about this. Even in a forum that routinely features people playing through entire games and posting videos/summaries about it.

Like fruck said, it's probably going to fall on its face and be extremely unpopular.

He's mainly after the music/movie side of the bill. Any streaming of such that comes from an unimproved source will now be classed as a felony. I personally see this as the apocalypse.

It'll be reworded and modified if it ever hopes to be passed. Otherwise, it'll be shot down or cause tons of legal complaints until it is revoked or modified. Nothing to worry about.

As everyone else has said, it's never going to pass in its current state. Banning streaming of any and all copyrighted works would be downright unenforceable. The guy's right that game streams/videos are transformative works - one person's experience or interpretation is not necessarily representative of the whole thing - and to make such things illegal would be to open a big can of worms and ban a ton of other stuff out there. Every non-official song and music video on Youtube would have to be taken down. Depending on the US' fair use/artistic licence laws, doing vocal/instrumental covers of songs could also be considered illegal. Same goes for a lot of art.

tl;dr it's too vaguely-worded and would result in a lot of hard work for the government, and governments don't like hard work.

Keep in mind that a number of companies can and will modify their EULA to allow this sort of thing. Indie developers, companies who love their fans, and companies who don't want to threaten their sales will surely be the first to write this in. Valve and their TF2 YouTube thing is perfect evidence of this.

Also, I should note that the bill in it's current state uses the phrase "public performance" to note what is not allowed, which would also make cover bands, karoake (sp), and street performers illegal.
The bill is about as dangerous as a homeless guy's atom bomb.

ed: I just realized how obtuse that metaphor was.
A homeless man (who is also crazy) will draw a mushroom cloud on a cardboard box and call it dangerous.
I just remembered why I don't like to post minutes after waking.
