is there a command(don't know what it's called...it's like...New, Save Char, Load Char...etc) in Charas.Ex which can open charsets that are already made?(the set of 8 chars, already in PNG format)
if not, then can it be there in the next update?

No, this possible don't exist. At the moment you can only single chars.

At the moment i write the manual, but this is now on my todo-list.

btw: please make better headlines, in your example "who to load a CharSet into the CharSet generator".
