It's because the game is made of freedom, you can do whatever you want in a big city without getting your *** in danger by real cops.

My mom won't let me get any GTA games...  
But my friend let brought Vice City and San Andreas to my house when my mom wasn't home a few times, and they are pretty awesome! I didn't play very much of either of them though.
So I downloaded a rom of Grand Theft Auto Advance for GBA and it's pretty fun! I love rampaging everywhere!  

Damn, I wish I could actually own one of those though.
And playing a rom of GTA Advance is kinda weird. It would be a lot better if I had the actual game.

I think Rockstar will first come with Gran Theft Auto 3: London Mission. After that, they go to Gran Theft Auto 4.
