On some other sites I've heard talk of this Arm action rpg maker
  but it dosen't exsist right?

I'm aware of Sim RPG Maker (which sucked), and I know another community that's translating 3D RPG Editor and Tactical RPG Editor (note the Editor; they're not made by Enterbrain). But I'm not aware of an Action RPG Maker.
