picture and animation prioritys

ok for my game a need a nuber of battle animations to be shown on a lower level than pictures but the program automatically does it the other way around. iv seen this done in that legend of zelda (links awakening) game by Xfixium- in the forest

 iv looked through his programing and cant find any clues how he did it.

if somone knows how to do this it would be greatly appriciated and save me days of making differently colored animations.

The easy solution would be to just use pictures as the battle anims. You'd need quite a bit of code to do it, though.

uhh thanks i considered that too bad it reqires a crapload of code thanks for the response but with the amount of battle animations ill be needing im afraid that will take much too long.iv got way to much other things to code. i was hoping somone new of a patch or somthing that could change this.
