Problems when uploading

When i try to upload a monster it says this:
Error: file has to be a valid PNG or JPG file, maximum 700.000 bytes
I have tried both and it is like 28, 000 bytes.

Another thing. How do I make my resources have a tranparent background?

Last. If I have another mistake, where can I ask? On this forum, or is this the wrong one? Tell me where to put questions like this.

Maybe it isn't a PNG or JPG. Is it a GIF or BMP or something else, perhaps?

Click on the background when importing it into rm2k(3) to make it transparent.

If it's a question about this site, then here. If it's a question about rm2k or rm2k3, then post it on the rm2k section.

I said I tried both jpg and png. I know how to import it transparent, but when I want to upload it wais that it's better if I upload it with the transparent background and I want to know how to do that.

The transparent color is the first color on the pallete, so open it in IDraw or some other program that lets you  edit the pallete, then make the background color the first color on the pallete.
