Problems with HTML

I learned about HTML a year ago, but I forgot most things.

First, frames. I want my frames that look as the uploaded one, can anyone help me?
Also, I need the table codes for making a new square. And about that, I also forgot how to make it so, once I click on a link on the table of links, the page appear on the stuff square. It have something to do with target, but i forgot.

Also, I once made a site for the school with a sentence that moved left, then dissapeared letter by letter, and appeared again on the right side. I fogot how to make that. Can anyone help?

Could you be more specific about the table and frame? It's hard to understand.

Thanks for the info. I didn't remember that it was marquee. Which were it's properties? I can only remember loop, but nothing else.
