That means that he hit the "registration button" I've hit it on accident before, it could possibly be the same case.

Who? If you mean the guy who is trying to register a new account. If you click the register button. It'll take you to a page that says "Our records show that you are already registered. And since we cannot think of any reason why you should register a second account, you have no authorization to register.". So,it will say that you are registering a new account.
