Obviously the villain is this powered football player with the creature from the black lagoon crossed with Shoop-Da-Whoop as a henchman and the heroes are an old man that looks a bit like Wily who likes tea and Jimmy from Double Dragon.

This isn't a parody, because it tries to be funny, and this guy was talking about dramatically better art, whereas in a parody it wouldn't matter the art quality.
