Making a multiplayer game IS possible in RM2K3 (not RM2K) but there's no way to make it online.
EDIT: To make a multiplayer game in RM2K3, you'd need to use a bunch of Key Input commands that move an event and such.

It would be a paine to make a multiplayer project, both players would have to share the key board, and one of them will have to use differant keys instead of the directional keys.
If your looking to make a online multiplayer game, heres a few engines that you can do it with.
Playerworlds
Nendango
RMXP (its possible to make mmorpgs with this, at the moment though no one has yet to make scripts that will make this possible, although I believe a few people are working on it
)

Hell Yeah! Just recovered all my old rm2k/3 games from my 10 year old, broken laptop hard drive that had been formatted and had a new OS installed on it. Oh, and I did all of this from my phone. WIN
