I'm sure my opinion doesn't matter, since I'm new here, but DBZ doesn't suck. And I don't see how you can say it has no story. Between all of the fighting, it does have a story. It isn't a "complex" story like Inuyasha, or Trigun, but it still has a story.

But anyway, maybe he wanted the face set because he was going to make a game that revolved around Zarbon (he could be one of the little fans that Zarbon has), or he might be making another boring RPG that ends after fighting Frieza. Or a mixture of both.
