hi i cant import chars from the offline charas
to my menu in rpg maker 2003
its starting to piss me off cuase i like
the characters i made i just cant use them
and is there a date on the new version of
offline charas that is coming out?

Why not go to
My Computer > C Drive > Program Files > rpg2003 > RTP > (whichever folder applicable) > Drag the file into the folder according to the correct one

No, don't do that. That screws up the RTP, and may cause your game to crash.
As for your question, go into the Tools menu, and select the Resource Importer. Click the CharSet folder, click Import, and find the charset you created.
Also, to my knowledge, there isn't any new versions of Charas.EX coming out.
