Well, I'm generally a person who likes to be blunt about things, but in circumstances such as these, I prefer not to be. When you're dealing with feelings of the heart, such as love and the like, it's not good to just shoot them down like:

"Here's the dealio. I don't like you in that way. Let's just be friends. K thx bai!"

It generally causes guys to get frustrated in some way. It may not seem like it at first, but it happens. My advice is be sensitive, but make sure it doesn't seem like you're leading him on, for that can cause problems. You know you have feelings, but they aren't the only ones. The boy has feelings as well, so it's best to take that into account as well. Let him down easy. It's for the best. I know from experience. Well... I was the one who was turned down, but yeah. Just be kind about it and be sensitive.
