Instrument Changing

I used to have a file that you could get a midi or a wav and change the instruments to like piano or piccolo etc.
if anybody could give me a link or the name of the program it would be appriciated thank you

Well, it's quite difficult to change WAV instruments, so I would assume you're talking about a MIDI editor. There's a bunch out there; I would recommend Anvil Studio,  but try Google and see what you come up with.
