Of course it's basic. It's a stencil. Cut out and spraypaint.

And, one of my friends who claims to know german said it meant "They cannot stop me".

Don't you know what a stencil is?

All the black will be cut out, and the white will remain. Then you put the stencil (with all the black cut out) on something, spray paint over it, then remove it.

Haha, yes, a real stencil. That's why it's, as you said, pretty basic.

edit:  on a side note, I actually used the same gasmask in my signature for that.
