So...

1. An RPG

2. for the PC.

3. Second in its series.

4. Rather old.

5. Has "fall" in its name--but it is not Dreamfall, Dark Fall, Pitfall, or Silverfall.

...heck, I don't even have a chance at guessing this.  The number of PC RPGs I've played in my life is...one.  Ultima: Quest of the Avatar.  And that's only until I realized how horrible the PC version was, compared to the NES version.

Someone guess!  Someone get it!  I want to hear the next MIDI already!

I have a website now! Currently just points at my fanfics (over 230 works, totaling over 750,000 words, mostly in Marvel and Person of Interest and now Lackadaisy too). YouTube channel on hiatus but I hope to eventually recreate "A Fugitive in Stardew Valley" now that I know how to mod the game.

Not Fallout 2, and that DOES qualify as an RPG in my opinion.
