You have to make the system. And for that you need a decent knowledge of rpgmaker. But I won't go into that again...

well i played the cool Zelda demo that are in the forums here somewhere. Thats real cool CBS.... Alot of work must have been putted down on it. Really cool !. And i would aswell say that CBS ( in this case run and shoot) would be hard too do since i am a noob and only make default systems hehehehehe ;)

Metal Gear Solid?
I have been reading throughout this thread and I was wondering if it's ok to give you some tips.
If you are taking a "Break" from making your game, you should try to look up abs systems on gaming world, or other tutorial websites. Try messing around with them and adding your own stuff. The best way to learn is to experiment.
PS: You can also look for resources and plan ahead your game's story by either adding/deleting scenes.

Thats what I've been doing, looking on gaming world. Its really helping also Im getting help with the CBS from a friend. So dont worry my game will come out sooner or later! lol
