Need a quick explanation

Hey guys can someone tell be how to turn this sprite into a battlecharset. I have a lot of similar ones, and I would really like to do this myself. So can someone please give me an explanation of what programs to use to shrink it and turn the sprites around, and a template for the battlecharsets. If you would like, can someone do this sprite to show me an example. Like I said, I have about twenty more sprites similar to this, and I would like to do them all myself. I just don't know how. Thanks to anyone that helps me.
