Well, no, they're actually very different.

The eyes/visor, the mouth, the color, the shape.. and that's a detail, but one's a cyborg while the other's just a costume. Well, unless Robocop's a costume too, I've never really watched these movies... but from what I saw, he seems more like a cyborg.
